Prison Rape Elimination Act (PREA)


​The Prison Rape Elimination Act (PREA) is a federal law designed to prevent, detect and respond to sexual harassment and sexual abuse of individuals in prisons, jails, juvenile detention facilities, lock-up facilities, and community confinement facilities.

The Muscatine County Sheriff’s Department has a zero tolerance policy prohibiting the sexual harassment, sexual abuse or voyeurism towards any inmate incarcerated at the Muscatine County Jail. Immediate action will be taken to investigate and protect an inmate who is subjected to sexual harassment, sexual abuse or voyeurism.

​If a community member that has information in reference to sexual harassment or sexual abuse that has occurred or potentially occurred inside of the Muscatine County Jail, reporting this information is imperative. The community member is encouraged to report this by calling 563-262-4190 ext. 3121. The community member should state, “I am calling to report a PREA incident that has happened in the Muscatine County Jail, may I speak with the shift supervisor.” That community member will not be required to provide their name and may report the incident anonymously. As a community member, you are encouraged to provide a name and call back number for investigative purposes, but not required.

​Past incidences are encouraged to be reported regardless of how long ago they occurred, but the sooner an incident is reported, the more likely evidence will be available. We encourage discharged inmates who were reluctant to report while in custody to report as soon as possible after their release.
