PROJECT DESCRIPTION

A. The work to be performed consists of phased demolition and removal portions of existing exterior and interior roof, structure and masonry partitions, ceilings, casework and finishes. Select doors, windows and associated hardware will be salvaged for reinstallation. New construction includes drilled caisson and grade beam foundations, concrete masonry exterior and interior partitions, steel structure installation and revisions, new steel deck and TPO roof and exterior insulated metal panel. Interior work includes installation of security doors, exterior coiling doors, metal security ceilings, painting masonry, casework and detention specialties. Mechanical, electrical and plumbing work includes revised domestic and waste water both above and below slab, revised heating and cooling distribution and controls, revised fire protection, revised electrical, fire alarm and access controls.


B. The work of this project is to be completed in (2) two phases, ensuring continuous operation of the facility throughout construction. The area of renovation is the mission critical booking facility and will require continuous 24/7 access and operation. Prior to demolition work, miscellaneous electrical and casework renovation will be required to support temporary operations. Phase I work will involve demolition and reconstruction of the majority of the work with temporary partitions between work area and operations areas. At the completion of the first phase, a fully functioning booking and holding area will be complete and ready for occupancy. Phase 2 will complete the work in areas that remained operational during Phase 1. Exterior insulated panel installation will take place over an area extending beyond the addition area of work and can take place during either Phase of construction.


C. Contract Type: Single Prime Contract. General Contractor shall use Johnson Controls for Fire Alarm and Access Control and CS Controls for HVAC controls.


PROJECT TIMELINE
 
A. Pre-Bid Conference: A pre-bid conference will be held at 9:30 am, Tuesday, April 13th 2021; meet in front of the County Jail, 400 Walnut Street, Muscatine, IA 52761. The majority of the pre-bid conference will be held outdoors to facilitate adequate social distancing. All attendees are required to wear masks for interior walkthrough and follow all CDC guidelines regarding health and hygiene. All Contract Bidders are encouraged to attend. Representatives of the Architect and the Owner will be in attendance.


1. A primary focus of the conference is to review project requirements, ask questions, and permit Bidders’ inspection of the existing conditions.


B. The date for Award of Contracts for construction is anticipated on April 26th, 2021, with the Notice to Proceed being issued no later than May 10th, 2021.


C. Construction Activities at the site:


1. The contractor will have full access to the site allocated to the phase of work during the project. The owner will maintain continuous occupancy and operation of adjacent spaces and the remainder of the facility. No date is set for substantial completion but a Summer 2021 start with a late 2021 completion is highly desired.


SUBMITTAL:

A. Submit a digital PDF containing Bid form, bid bond and qualifications statement with password protection to and no later than 10:00 a.m. on Thursday, April 22nd, 2021. Transmit the password to open the document at or after 10:00 a.m. on Thursday, April 22nd, 2021. An informal bid opening will take place beginning at 10 am on Thursday, April 22nd, 2021 via Zoom meeting. The meeting can be attended by all interested using the following:

BID ANNOUNCEMENT:


A. Bids will be publicly announced at 9 a.m. on Monday, April 26th 2021 at the Muscatine County Board of Supervisors Meeting. Bid results will not be official until all information is reviewed, tabulated, and presented to and approved by the Muscatine County Board of Supervisors


BID SECURITY:


A. Bid Security shall be made payable to the Muscatine County Iowa, in the amount of 10 percent (10%) of the Base Bid sum. Security shall be CERTIFIED CHECK, BANK CASHIERS CHECK or AIA A310 BID BOND issued by the Surety licensed to conduct business in the state in which the Project is being constructed. The Owner reserves the right to approve the sufficiency of the required bid security.


B. The successful bidder’s Security will be retained until it has signed the Contract and furnished the required PAYMENT and PERFORMANCE BONDS. The Owner reserves the right to retain the Security of the next three (3) lowest bidders until the lowest Bidder enters into a Contract or until sixty (60) days after bid opening, whichever is the shorter. All other Bid Security will be returned as soon as practical. If any Bidder refuses to enter into a Contract, the Owner will retain its Bid Security as liquidated damages, but not as a penalty.


C. The Bid Security is to be submitted and attached to the BID FORM at the time of submission of Bids.
