Trust Services

The Trust Services Program helps individuals who need support managing their Social Security benefits by serving as a representative payee when appointed by the Social Security Administration. The program also provides guardian and conservator services when appointed by the court to help individuals manage their financial resources. Services include help with budgeting, paying bills, keeping financial records, and coordinating services based on each person’s individual needs.

A representative payee helps individuals and families manage their disability benefits by providing professional financial management and budget support. These services are available to people who receive benefits from the Social Security Administration or the US Department of Veterans Affairs. Muscatine County Community Services offer representative payee services to Muscatine County residents who have been determined by a federal benefit agency to need this support. Referrals may be made, and applications completed by any individual.  Applications are reviewed by the Community Services Director and Trust Services team before approval.

Responsibility of the Payee Client

Clients are encouraged to work collaboratively with the Representative Payee Service and to follow program guidelines designed to support financial stability and well-being. When concerns arise, staff will work with clients to address them and identify solutions. In cases where guidelines are repeatedly not followed despite supportive interventions, the Muscatine County Representative Payee Service may discontinue services.

Guardianship and Conservatorship Program

The Guardianship and Conservatorship Program supports individuals by connecting them with community services, medical care, housing, and public benefits to help them live as independently and safely as possible. Services are provided by trained trust specialists who work collaboratively with individuals to understand their preferences, strengths, and goals and to incorporate their voice into decision-making whenever possible.

In these cases, the Muscatine County court has determined that an individual is unable to make certain decisions and has granted Muscatine County Community Services the legal authority to make decisions on their behalf. This determination follows a formal court process, including an evaluation by a qualified physician or psychiatrist and review of supporting documentation. Individuals retain rights not specifically removed by the court and are encouraged to express their wishes and participate in decisions affecting their lives to the greatest extent possible.  

Guardianship and conservatorship are considered a last resort and are pursued only after all less restrictive alternatives have been explored. The program is committed to protecting individuals from neglect, exploitation, or harm while preserving dignity, autonomy, and personal choice. Guardianship and conservatorship arrangements are subject to ongoing court oversight and periodic review to ensure they remain necessary, appropriate, and in the individual’s best interest. Referrals may be made, and applications completed by any individual. Applications are reviewed by the Community Services Director, County Attorney, and Trust Services team before approval.
