No appointments are necessary for any services in Muscatine County Treasurer's office including motor vehicle, property tax and passport processing.
Effective 8/12/2026, Muscatine County Treasurer's Office will be enforcing the following in regard to title transfers: No more than 3 title transfers will be completed at the counter, per visit. For Dealers: No more than 3 transfers will be reviewed and/or completed at the counter, per visit. During the hours of 11am-1pm, only one transfer will be completed/reviewed. We are implementing these practices in order to continue to provide quality customer service. We are sorry for any inconvenience this may cause.
Muscatine County Treasurer's office does not offer driver's license services. Please contact IOWA DOT at 515-244-8725 or visit 431 Lake Park Blvd in Muscatine for information or questions regarding driver's licenses.
2025 property taxes are due by September 30, 2026 & March 31, 2027 to avoid penalty. Payments can be made online, in person, placed in the drop box at the front of the Administration Building, or mailed into our office. Anything paid after the due date will be subject to 1.5% interest per month as penalty. Property tax statements are mailed out in August with stubs for your September and March installments. Statements are not sent out again in March. Delinquent notices are mailed out November 1st and May 1st. Annual tax sale is held June 21, 2027.
IMPORTANT Update Regarding USPS Postmarks
From the USPS website as of 1/2/2026: "...the date on the postmarks applied at our processing facilities will not necessarily match the date on which the customer's mailpiece was collected by a letter carrier or dropped off at a retail location." Since Iowa code dictates that we refer to the postmark for property tax and motor vehicle payments to determine penalties and interest, we are urging Muscatine County residents and taxpayers to not wait until the last day to mail in their payment.
