This application is for construction projects that are outside of incorporated areas in Muscatine County.
If your project is within city limits, you will need to contact that municipality for their permitting requirements. For example, if the property is located within the city limits of Muscatine, you would need to contact the City of Muscatine - Community Development Office.

Please complete and submit this application along with any required site plans and construction plans. Iowa Department of Inspections, Appeals, & Licensing (DIAL) Contractor Registration numbers and State of Iowa license numbers are required for all contractors. If your project does not include electrical, plumbing, and/or HVAC, please type NA in those sections.
Please allow (5) business days from the submission date for permit issuance. We will contact you once the permit is ready and provide the cost per the Muscatine County Fee Schedule.
Iowa law requires all construction contractors to be registered with the Department of Inspections, Appeals, and Licensing (DIAL) if they earn at least $2,000 a year from construction.
A homeowner may do their own electrical work on their principal residence or an accessory structure on the property that qualifies for the Homestead Tax Exemption.
