Dust Control Permits
Dust generated by the traffic on gravel roads is a common concern with rural living. Dust control products can be applied on county roads by contractors pre-approved by the Secondary Road Department. Dust control permits are required before the product is applied. Permits can be obtained through the contractor you choose.
Entrance Permits
An entrance permit is required for any construction or modification of a driveway or field entrance on roads maintained by the County. There is no charge for this permit. The form must be signed by the landowner and returned to the Secondary Road Department. We will do an on-site evaluation of the proposed entrance to evaluate sight distance and determine the size of drainage structure, if necessary. Once the permit has been approved, a signed copy will be mailed to you and you may construct the entrance. Cost of construction and maintenance of a driveway is the responsibility of the property owner.
Alteration of Right-of-Way Permits
An alteration of right-of-way permit is required for any work being done in the right-of-way. There is no charge for this permit. The form must be signed by the landowner and returned to the Secondary Road Department. Once the permit has been approved, a signed copy will be mailed to you and you may begin work in the right-of-way. Chapter 318 of the Iowa Code prohibits obstructions within the right-of-way.

Tile Crossing Permits
A tile crossing permit must be signed by both the upstream and downstream owners, along with any contract purchasers. There is no charge for this permit. Applications must be fully completed and filed with the County Engineer at least 2 weeks in advance of any planned crossing activity. After the permit has been approved, a signed copy will be mailed to the applicant. The County Engineer's office must be given 48 hours advance notice before any work begins.

Embargo Permits
To protect roads from damage or destruction, a 90-day embargo may be placed on roads restricting vehicles with a gross weight over 11 tons. If travel on an embargoed road is necessary, please complete an embargo permit and return to the County Engineer’s office for approval. Permits are valid only after being signed by the County Engineer or Assistant to the Engineer. Approved embargo permits shall be carried in the permitted vehicle while it is operating on the embargoed road sections and shall be shown to any peace officer upon request.
