Sex Offender Registry

Offender registration hours are Monday - Friday from 8:00 a.m. - 4:00 p.m. by appointment only. Call 563-262-4190 ext. 3101 to schedule.

Part of the responsibility of the Criminal Investigation Division is the Sexual Offender Registry.  It is the responsibility of the Sheriff's Office to meet with each offender on a scheduled basis or when pertinent information regarding the sex offender is new or changes.  At least one time per year, a physical check is done on each offender.  Each offender is required to be photographed annually and pay an annual fee.

Common Question: There is a sex offender living next to me, and there is a school or daycare nearby.  Can the sex offender live there?

  • Possibly.  By going to the Iowa Sex Offender website and looking up that individual, you can view their Restrictions.  If under Restrictions it states none, then that individual can live there.

Registration Requirements

Register with the Sheriff's Office initially upon moving to Muscatine County. You must provide all information specified by Iowa Code Chapter 692A at the time of your initial registration and within five (5) business days of any change in that information.

An annual registration fee of $25.00 must be paid in cash at the time of registration.

Residency Restrictions

Residency Restrictions only apply to sex offenders who are required to register in Iowa and have been convicted of an "aggravated offense against a minor".  If he/she has a Residency Restriction, they are prohibited from residing within 2,000 feet of the real property comprising a school or child care facility. Iowa Code Section 692A.114(3) provides additional exemptions to the residency restriction.

  • The sex offender is required to serve a sentence at a jail, prison, juvenile facility, or other correctional institution or facility.
  • The sex offender is subject to an order of commitment under chapter 229A.
  • The sex offender has established a residence prior to July 1, 2002.
  • The sex offender has established a residence prior to any newly located school or child care facility being established.
  • The sex offender is a minor.
  • The sex offender is a ward in a guardianship, and a district judge or associate probate judge grants an exemption from the residency restriction.
  • The sex offender is a patient or resident at a health care facility as defined in section 135C.1 or a patient in a hospice program, and a district judge or associate probate judge grants an exemption from the residency restriction.
