Public Hearing
Notice of Board of Supervisors public hearing on adoption of an update to the multi-jurisdictional Hazard Mitigation Plan.
Public Notice is hereby given that the Muscatine County Board of Supervisors will hold a public hearing to take comments on the adoption of an update to the Multi-Jurisdictional Hazard Mitigation Plan for Muscatine County. The public hearing will be held on March 9, 2026, at the Muscatine County Administration Building; 414 E 3rd St, Muscatine, IA 52761, at 9AM. Muscatine County Emergency Management Commission, with the assistance of the Bi-State Regional Commission, has prepared a Multi-jurisdictional Hazard Mitigation Plan. Jurisdictions participating in this plan have included Atalissa, Conesville, Fruitland, Muscatine, Nichols, West Liberty, Wilton, the Eastern Iowa Community College, Muscatine Community School District, West Liberty Community School District and Wilton Community School District. The prior Multi-Jurisdictional Hazard Mitigation Plan was adopted on April 16th, 2020. The Board of Supervisors will hear comments on the current draft of the update to the Multi-Jurisdictional Hazard Mitigation Plan on March 9, 2026 in the Board Chambers, at 9am. A copy of the final draft of the update is available for review at online at the Bistate Website or in person at the EMA office; 312 E. 5th St, Muscatine, IA 52761. Plan Requirements
The plan will meet the requirements of the Disaster Mitigation Act of 2000, also known as DMA 2000. The Act, which was signed into law on October 30, 2000, streamlines delivery and utilization of disaster recovery assistance and places increased emphasis on local mitigation planning.
It requires local governments to develop and submit mitigation plans as a condition of receiving project grants under four FEMA programs: Pre-Disaster Mitigation (PDM), Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA) and Severe Repetitive Loss (SRL).
Documentation
The plan must document the process of plan development, including public participation. The plan must identify and assess all natural hazards that may impact the area and may also include man-made disasters related to technology, infrastructure, and terrorism. The plan will profile participating communities, identify critical facilities, and estimate potential damage costs.
With this information, the planning effort will develop mitigation goals, evaluate a variety of mitigation measures, and prioritize an implementation strategy with continued plan monitoring included. This process will be documented in the plan. Public input is welcomed throughout this process.
