Muscatine County Multi-Jurisdiction Local Hazard Mitigation Plan
Muscatine County has acted as the lead jurisdiction in a multi-jurisdictional plan process for the county and its constituent municipalities. As such, Muscatine County has adopted this Multi-Jurisdictional Local Hazard Mitigation Plan process and document in such form as it is approved by the Federal Emergency management Agency (FEMA).

- City of Conesville
- City of Fruitland
- City of Muscatine
- City of Nichols
- City of West Liberty
- City of Wilton
Meeting Requirements
The plan will meet the requirements of the Disaster Mitigation Act of 2000, also known as DMA 2000. The Act, which was signed into law on October 30, 2000, streamlines delivery and utilization of disaster recovery assistance and places increased emphasis on local mitigation planning.
It requires local governments to develop and submit mitigation plans as a condition of receiving project grants under four FEMA programs: Pre-Disaster Mitigation (PDM), Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA) and Severe Repetitive Loss (SRL)
Changes
Muscatine County has successfully used the HMGP program to acquire flood-damaged residential properties following the 1993 and 2008 floods. The West Liberty Community School District has also used HMGP funds to construct a tornado safe room.
Documentation
The plan must document the process of plan development, including public participation. The plan must identify and assess all natural hazards that may impact the area and may also include man-made disasters related to technology, infrastructure, and terrorism. The plan will profile participating communities, identify critical facilities, and estimate potential damage costs.
With this information, the planning effort will develop mitigation goals, evaluate a variety of mitigation measures, and prioritize an implementation strategy with continued plan monitoring included. This process will be documented in the plan. Public input is welcomed throughout this process.
Public Participation
In addition to the formal public participation requirements for the plan, the County intends to make use of its website to keep the public informed about the plan scheduled meetings and plan document status.
