EMS Advisory Council

The Muscatine County EMS System Advisory Council was appointed on June 1, 2026, with the passing of resolution 06-01-26-04 declaring EMS as essential service in Muscatine County.

The County EMS System Advisory Council must:

  • Research and assess EMS service needs within the county.
  • Guide the implementation of EMS services according to the most recent Iowa EMS standards.
  • Solicit public input and review progress annually.
  • Provide recommendations for funding and operational improvements

Muscatine EMA/911 - Chris Jasper (Chair and non-voting unless there is a tie)

Muscatine Fire - Transport  - Primary Mike Hartman / Alternate Robbie Rock

West Liberty Ambulance - Transport - Primary Bret Carlson / Alternate Kirt Sickels

Wilton Ambulance - Transport - Primary Dave Clark / Alternate Jenn Cronbaugh
